Background

Created in August 2006, the eServices Office leads initiatives to enhance electronic service delivery on the State portal. The eServices Director is responsible for managing and supporting the growth of California’s eservices, including acting as a liaison between State agencies and departments. The office was created to:

  • Provide direction for and oversee the ongoing development of the portal 

  • Provide leadership in Statewide policy regarding the portal 

  • Provide a user-friendly gateway for citizens, businesses, and visitors to access government services 

  • Develop e-solutions that streamline government processes

  • Position California as a leader in e-government

Vision

California's portal is the gateway through which all citizens, businesses, and employees can access information and services. It is the 'single window' to government, providing information and services in ways that are familiar and inviting to all. It is easy to navigate, and it allows individuals to find what they are looking for, when they want it. There is no wrong path to information or services, regardless of the agency source. When no path seems obvious, customer support and robust search engines aid in finding the desired information or service. Additionally, in order to significantly reduce costs and broaden the acceptance of government services provided over the Internet, the services must be streamlined and simple, trusted and very reliable, with responsive and friendly customer support.  

Goals

  • Government-to-Citizen/Business. Anyone needing to do business with the State of California will be able to go the portal, easily find the information or service they need, and if they desire, complete the appropriate transactions electronically.  
  • Government-to-Government. State agencies will improve services and increase the efficiency and effectiveness of government operations through collaboration, communication, and data sharing between State agencies at all levels.  
  • Government-to-Employee. Agencies will examine internal operations to determine cost-effective e-government applications and solutions. The purpose of these efforts is to improve efficiency and effectiveness by replacing manual operations with automated techniques.
